I am commanded by the Air Council to refer to

(19) Colonial Office letter of the 4th instant, 13792/33,

regarding the establishment of a Flying Training School

at Hong Kong, and to acquaint you, for the information of

Secretary Sir Philip Cunliffe-Lister, that they are now

prepared to withdraw their reservation of the right to

review the situation at a later date and to accept the

suggestion that the number of instructional machines

permitted to be in the air at any one time should be

specified in the concession, the exact terms of the

limitation being decided in agreement with the Officer

Commanding, Royal Air Force, Far East.

The Air Council are further prepared, in view

of Sir Philip Cunliffe-Lister's representations, to

accept the proposal contained in the fifth paragraph of

The Under Secretary of State,

Colonial Office,

Downing Street, S.W.1.
